Morgan Allyn
Maryland Procurement Technical Assistance Program (PTAP) Morgan Allyn has worked with businesses as an advocate, coach, consultant, business development manager, and as a business education specialist for 15 years. Much of her work has focused on helping businesses develop strategic growth and marketing plans, including the development of networking project-plans that connect the business to financing and research funding resources; plus the development of strategies to expand their client customer base.
Morgan has also worked with small to medium sized manufacturing companies plus a broad spectrum of technology businesses to analyze internal processes, looking for ways to streamline efforts, maximize their investments, and develop intellectual property.
Prior to coming to the Maryland PTAP, Morgan worked in the sustainable development arena as a construction project manager and as a business development officer. Her previous public and private industry experience includes spearheading an outreach program through the Maryland Technology Development Corporation, working with small businesses targeting federal Small Business Innovation Research grants and contracts. She also has direct experience advising clients on the small business lending programs in Maryland, and the development of seminars and workshops on how to obtain 8(a), HUBZone and Maryland DBE/MBE certifications.
At the Maryland PTAP, her focus is on providing initial “marketing to government agencies” training; to provide one-on-one counseling to construction, early stage service, technology and manufacturing businesses; and the coordination of training programs for the organization. She has a Bachelor’s degree from the University of Baltimore, is a member of Women Impacting Public Policy, the U.S Women’s Chamber of Commerce, the Chesapeake Chapter of the US Green Building Council, and has done advanced research in the development of sustainable business operations and processes.

Brian Cooper
Praxis Engineering Mr. Cooper currently serves as the Business Development lead for Praxis Engineering. In this role he is focused on business development, strategic relationships, and corporate marketing activities. Mr. Cooper has over 17 years of diverse experience in the Intelligence Community, from serving as a cryptologist in the United States Navy, to software engineering, program management, and executive management in private industry.
Mr. Cooper has a B.S. in Computer Studies from the University Of Maryland University College. He currently serves on the Armed Forces Communications and Electronics Association (AFCEA) International Intelligence Committee, AFCEA Central Maryland Board of Directors, and a former Past-President of the AFCEA Central Maryland Chapter.

Dennard Covington
Maryland Dept of Transportation Outreach Supervisor - Maryland Department of Transportation - Office of Minority Business Enterprise. Mr. W. Dennard Covington has a B.S. Degree in Applied Mathematics from the City College of New York. He has been with the Maryland Department of Transportation - Office of Minority Business Enterprise since 1994. Mr. Covington has served in various capacities within the Office of Minority Business Enterprise and currently serves as the Outreach Supervisor. He is certified with the American Contract Compliance Association as a Contract Compliance Administrator and is a frequent speaker for the Women Entrepreneurs of Baltimore and Morgan State University – Entrepreneurial Development and Assistance Center as well as other state, local government and private sector entities.
Mr. Covington also proudly served in the United States Marine Corps at Marine Barracks 8th & I in Washington, DC as a Presidential Honor Guard (Special Security Forces).

Diane Dempsey
BAE Systems MBA with a career spanning over twenty five years in the field of procurement, subcontracts and supplier diversity. Serves on several boards and committees for organizations that advocate for small business: Virginia Minority Supplier Development Council, Community Business Partnership, National Defense Industry Association, TRIAD and Armed Forces Communications & Electronics Association. She has received several awards for her work in the small business community. Ms Dempsey was also an adjunct professor at two local colleges, teaching a variety of business and contracts classes

Jan Dreisbach
Booz Allen Hamilton Jan Dreisbach, a Senior Associate with Booz Allen Hamilton, has a unique blend of technical, functional, and management experience spanning twenty-seven years in the Commercial, Civil, and Defense sectors, with recent focus in the Health and Transportation verticals. Responsibilities have included full software life cycle management for small through very large scale programs, vendor management, and problem solving in challenging situations. Her specialty is in large scale system design and implementation. She has designed, developed, and fielded large-scale distributed systems for the Defense Intelligence Agency (DIA), the National Aeronautics and Space Administration (NASA), and other government clients. In the course of these efforts has assisted many clients transform their organizations through the use of new technology and business practices. Ms. Dreisbach has completed the Project Management Professional (PMP) Certification.

Joanna Harmon
Whiting-Turner Contracting Company The Whiting-Turner Contracting Company is a nationwide General Contractor/Construction Manager. Joanna (Joey) Harmon joined Whiting-Turner (WT) in 1984. In 2002, Joey was named the company’s Corporate Small Business Liaison. Joey is charged with educating and assisting other WT project managers in the procedures and contractual requirements outlined in FAR Subpart 19.7, the Small Business Subcontracting Plan. With 23 years of construction experience and her acquired proficiency in the federal regulations, Joey has become an invaluable resource in all facets of federal contract administration.
Whiting-Turner’s involvement in the federal arena continues to grow. Joey is an integral part of WT’s continuously expanding outreach program and is responsible for expanding the corporate subcontractor database of potential small businesses. She attends various procurement fairs, business matchmaking events and trade shows geared to the small business community. As liaison, Joey explains WT’s organization and project bidding procedures, as well as, upcoming subcontracting opportunities. Although mainly focusing her efforts on the federal level, Joey, with her skills in minority, disadvantaged and woman owned business enterprise endeavors, also assists with other state and local projects.
Joey resides in Upperco, Maryland in a 100-year old farm house with her husband, David, and two Labradors, Lincoln and Autumn.

Mike Hayes
MD Department of Business & Economic Development, Office of Military and Federal Affairs Brigadier General Mike Hayes USMC (Ret.), a native of Milwaukee, Wisconsin, completed 33 years of commissioned service in the Marine Corps in April 1999. Since August 1999, he has been serving as the first Managing Director of the Office of Military and Federal Affairs for the State of Maryland. He is responsible for helping ensure federal facility vitality and improving access by Maryland businesses for technology commercialization and partnering. He and his staff work with community, academic and elected officials in the development of regional growth programs as well as in the transition of closed federal facilities. They have been designated by the Maryland legislature as the coordinating agent for the implementation issues associated with the 2005 BRAC recommendations. Through time, an anticipated 40,000 to 60,000 new jobs are anticipated.
During his Marine Corps career, BGen Hayes, an artillery officer, commanded three organizations during two tours in Vietnam. He also commanded Marine units in Quantico, Virginia; Parris Island, South Carolina; Okinawa, Japan; Camp Pendleton, California; and Panama. He is a veteran of Operation Desert Storm, served as the Chief of Staff of the II Marine Expeditionary Force, and as coordinator of both the Marine Corps Force Structure Development and Roles and Missions offices. As a General Officer he commanded Marine Corps facilities in Okinawa and served as the Assistant Deputy Chief of Staff for Facilities & Services, Headquarters Marine Corps.
BGen Hayes’ military decorations include the Defense Superior Service Medal, Silver Star, two Legions of Merit, two Bronze Stars with Combat “V”, Purple Heart, Defense Meritorious Service Medal, Meritorious Service Medal, Combat Action Ribbon, four Presidential Unit Citations, two Navy Unit Commendations and the Meritorious Unit Commendation.
In July 2007 BGen Hayes was named one of two national Public Officials of the Year by the Association of Defense Communities.
BGen Hayes has a Bachelor of Science Degree in Economics from the University of Wisconsin and is a graduate of both the Navy and National War Colleges. He is married to the former Barbara Paterson of Milwaukee. They have two adult children and two grandsons.

Marlo Johnson
Maryland Motor Vehicle Administration Marlo Johnson graduate from the College of Notre Dame of Maryland with a B.A in Business Administration in 1994. She has been a state employee for 12 years and work for several state agencies to include, Department of Human Resources (DHR), Department of Mental Health and Hygiene (DHMH), Maryland Transportation Authority (MdTA) and Public Safety and Correctional Services. Presently she serves as the Minority Business Enterprise (MBE)/ Small Business Compliance Manager at the Motor Vehicle Administration (MVA).
As an MBE Compliance Manager, I strive to enhance and strengthen the Minority Business Enterprise and Small Business Programs by educating vendors, organizations, and others within the MVA of the importance of the MBE program to the State of Maryland and how working together can be for the benefit of all concerned

Helena Koch
US General Services Administration Helena Koch is a Small Business Specialist with the U.S. General Services Administration Mid-Atlantic Regional Office of Small Business Utilization.
Ms. Koch has worked with the small business community for 18 years, assisting small businesses in identifying opportunities within GSA and across government. Within her agency, Ms. Koch serves as the regional
advocate for small, minority, veteran, HUBZone, and women business owners.
Ms. Koch has organized and participated in numerous workshops and trade fairs to educate small businesses on how to do business with the federal government.

Beverly Kuykendall
TREMCO/FCCI Federal and Commercial Contracts Inc Beverly Kuykendall is an expert at helping Tremco’s customers comply with federal outsourcing mandates involving small business and diversity. These customers include government agencies, corporations, healthcare providers and educational institutions. For non-governmental agencies, compliance can also mean meeting internal diversity mandates.
Beverly has successfully helped organizations gain maximum benefit from the well of diversity for more than 20 years. And the diversity successes she achieves for Tremco’s customers extend far beyond compliance. They’re manifest in the quality work and maximum return on investment that Tremco consistently delivers.
Beverly helps Tremco remain a knowledge leader about government utilization of small business by actively participating in government outreach/training programs. These programs are sponsored by entities such as the Department of Defense, U.S. Small Business Administration (SBA), Department of Veterans Affairs, Federal Aviation Administration (FAA), Department of Commerce, Historically Black Colleges and Universities and others. Adding to Tremco’s vast knowledge base is Beverly’s experience as a federal procurement specialist who has advocated for 8(a), HUB Zone and other small businesses.
Beverly also benefits Tremco customers by ensuring their document compliance with subcontracting plans. She works closely with program managers (construction managers) to ensure a unified effort to enhance small business contractor participation in executing contracts. In addition, she prepares and submits required periodic subcontracting reports, including SF294 and SF295s.
Beverly is quite experienced in logistics, distribution, sales and marketing management with such firms as Procter & Gamble, American Hospital Supply, Herman Miller and Xerox Corporation from leading her own consulting firm.
Beverly’s knowledge of federal issues and professional and dynamic delivery make her a highly sought-after keynote and seminar speaker. She has served as keynote speaker and panelist for a number of government agencies, such as the Department of Veterans Affairs, Department of Defense, General Services Administration (GSA), FAA, SBA, and others.
Beverly is co-founder of the National Minority Medical Suppliers Association; president of the National Association of Market Developers; and co-founder of the Healthcare Supplier Diversity Alliance. She is a member of the National Contract Management Association, Association of the United States Army and the National Speakers Association.
She earned a BS degree in Business Administration from Cal Poly University, Pomona, California, and an MBA from Pepperdine University, Malibu, California.
Beverly has served on the board of directors for the American Cancer Society in the Central Los Angeles Unit, the Business Advisory Council for Cal Poly University, and the National Healthcare Diversity Alliance.

Arthenia LeFlore
Maryland Technical Assistance Program (MD PTAP) Ms. Johnson LeFlore has extensive experience in both government and commercial contracting. She has worked with a wide range of items, methodologies and procedures, including: Federal, Department of Defense, State Department and local contracts. Acquisition and instructions applicable to acquisition of highly sophisticated, unique research and development efforts, professional and management services. She reviewed requests for contractual services submitted by organizations supported by government agencies. Analyzing the requirement, conferring with appropriate personnel to obtain needed technical data related to preparation of the contractual document (scope of work, evaluation criteria, deliverables, patents, etc). Her experience encompasses the entire contract spectrum from cradle to grave contracting.
Ms. LeFlore has been the owner and operator of OMO and Associates a small consulting company located in Baltimore, Maryland the Company provided expertise services throughout the procurement process to small businesses.

Howard McLain
Dept. of General Services' eMaryland Marketplace Program Howard McLain has been employed in Maryland State Government for seventeen years. In seventeen years, education, experience and ability has afforded him the opportunity to work in various capacities within two State Agencies: The Maryland State Department of Public Safety and Correctional Services, and the Maryland State Department of General Services. In October 2006, he became certified as a General Instructor through the Maryland Police and Correctional Training Commission. He currently serves as the Outreach and Training Coordinator and Administrator for the Department of General Services’ eMaryland Marketplace Program.

Richard Otero
EZCertify.com Richard James Otero, Sr., or Dick as he is most often referred to, is currently the founder, Chairman and CEO of Wilmax Enterprises, LLC. Wilmax is a five year old venture devoted to providing interim “out-of-the-box” management, turn-around, and financial assistance to new and growing businesses that are looking to be formed or re-invigorated, grow profitably at dramatic rates and be sold off at ridiculously high prices. Currently, Dick is serving as the interim CEO/President of EZCertify.com, a business development software company, which he founded, and served as the principal architect of it’s feature product, EZCertify’s 8(a)/SDB certification software. This company is devoted to assisting minorities and women succeed in the Federal government contracting arena.
Prior to Wilmax, Dick started, operated for nineteen years, and successfully sold off, in March of 1998, his ownership in RJO Enterprises, Inc. one the country’s most successful 8(a), high-tech, information technology and electronics concerns, with annual sales in excess of $60 million. Dick was recognized twice as the national entrepreneur of the year, once by the Small Business Administration and once by the Minority Business Development Agency of the Federal government. His company was recognized for five consecutive years as one of the fastest growing companies in the nation, by Inc. Magazine (See Inc. 500 - Hall of Fame). Dick is a vision, planning, process improvement, project-oriented, constant innovation, and “dirty-details” type of leader.
Dick is also a small business and minority business community activist. He was among the founders of the National Federation of 8(a) Companies, and the National Coalition of Minority Business. He served as the Chairman of the Latin American Management Association, and President of the Maryland Hispanic Chamber of Commerce. He was also a member of the Board of Directors of the Maryland State Chamber of Commerce.
Prior to starting RJO Enterprises, Dick was employed by Arinc Research Corporation, where for nine years, he headed the Government and Commercial Systems Division of this multi-hundred-million-dollar firm. His entrepreneurial experience also includes serving as the Vice President of Research, Engineering, and Manufacturing of National Scientific Laboratories, one the nation’s then leading companies in information and telecommunications security devices and services.
Dick grew up in New Jersey, graduated with a BSEE from New Jersey Institute of Technology. He also holds a Master’s Degree in Electrical Engineering from George Washington University. He is a proponent of life-long learning for CEO’s and President’s of companies, and has been an active member of the American Management Association’s President’s Club, and a former member of TEC in the Maryland, Northern Virginia and District of Columbia area.
Another of our company's associates was the former Assistant Regional Director for Minority Enterprise Development at one of the largest SBA Regions. In this capacity, he reviewed, approved and rejected thousands of 8(a)BD applications during his tenure in this position. In addition to his current duties with EZCertify.com, he lectures and provides one-on-one business counseling services to small businesses, including prospective 8(a)BD and SDB candidates.

Alison Tavik
MDOT/ Office of Minority Business Enterprise Maryland’s Minority Business Enterprise Program is one of the oldest in the nation, dating back 30 years. Firms are certified to participate in the program through the Maryland Department of Transportation’s Office of Minority Business Enterprise. The O’Malley-Brown Administration is very committed to the MBE program which has seen growth in the number of awards made to MBE certified firms by 30% in Fiscal Year 2008 as compared to FY2006. That translates to $1.3 billion dollars of state procurements made to certified small, minority and women-owned firms. With the American Recovery and Reinvestment Act and BRAC projects at hand, many businesses are looking at government contracting in a new way, so it’s no wonder that Maryland is experiencing a 40 percent increase in the number of applications being received.
Alison Tavik is the Public Relations Manager for the state’s official certification agency. She educates firms that are thinking about applying for MBE or DBE certification about the types of certification issued by the State, the federal and State requirements each applicant must meet, and the steps involved in becoming certified. She works with stakeholders at all levels of the private and public sectors to promote the overall benefits of MBE/DBE certification as well as the unique characteristics of Maryland’s Minority Business Enterprise Program.
